Kreative Gardens was requested by Spectrum to evaluate a section of artificial turf that was lifted during utility work and reinstalled, following a customer concern regarding its condition.

Kreative Gardens was retained by the utility contractor to perform an independent evaluation of the artificial turf following reported disturbance during utility work. Kreative Gardens had no involvement in the original installation and assumes no responsibility for pre-existing conditions. All findings are based on observable conditions at the time of inspection.

Scope and Limitation

Inspection Scope

The scope of this inspection was limited to a visual, non-invasive evaluation of the artificial turf installation, including the section affected by recent utility work and adjacent areas for comparison. The assessment included observable surface conditions, seam integrity, fiber direction consistency, edge detailing, and indicators of base preparation. No destructive testing, excavation, or subsurface verification was performed. As such, conclusions are based solely on conditions visible at the time of inspection and do not constitute a comprehensive analysis of underlying materials or installation methods.

Inspection Limitation

This inspection is limited to a visual evaluation of conditions present at the time of the site visit and is not intended to provide any warranty, guarantee, or certification of the artificial turf installation. No conclusions are made regarding subsurface preparation, structural performance, or long-term durability. The presence of hidden or latent defects cannot be ruled out. Findings are based solely on observable conditions, and Kreative Gardens assumes no responsibility for conditions not visible or for any changes that may occur after the inspection date.

Assessment

Site Observations

The existing artificial turf installation exhibits multiple characteristics inconsistent with standard professional installation practices. Observations include the following:

  • Base Preparation:
    No clear evidence of a properly installed and compacted aggregate base was observed. The turf appears to be installed directly over native soil with the presence of a plastic barrier, which is not consistent with permeable base preparation methods typically used in professional installations.
  • Seaming:
    Multiple seams across the installation are visible and inconsistently aligned. Seams appear to lack proper bonding and securing methods, resulting in separation, uneven transitions, and visible joint lines.
  • Fiber Direction (Grain Consistency):
    Turf sections are installed with inconsistent fiber direction, creating noticeable variations in color and reflectivity across adjacent panels.
  • Edging and Perimeter Conditions:
    Perimeter edges show gaps between the turf and adjacent hardscape or rock areas. Securing methods appear inconsistent, and some sections exhibit looseness or displacement.
  • Weed Intrusion:
    Active weed growth is present along edges and seam lines, indicating insufficient or ineffective weed barrier and perimeter sealing.
  • General Surface Condition:
    The surface exhibits unevenness and minor deformation consistent with insufficient base support and/or lack of proper compaction.
  • Area Affected by Utility Work:
    The section disturbed during utility work is rectangular and consistent with trenching activity. The turf in this area has been cut and reinstalled; however, the seam is visible, not properly aligned, and does not appear to have been secured using standard professional seaming methods.
  • Adjacent Areas for Comparison:
    Surrounding sections of the turf installation exhibit similar deficiencies, including visible seams, inconsistent alignment, and lack of uniformity, indicating that these conditions were present prior to the utility work.

Not Observed

The following conditions or installation components were not observed or could not be verified at the time of inspection:

  • Compacted Aggregate Base:
    No visible evidence of a properly installed and compacted aggregate base layer was observed beneath the turf surface.
  • Permeable Weed Barrier System:
    No confirmation of a permeable geotextile weed barrier was observed; a plastic barrier was present in certain areas, which is not consistent with typical permeable installations.
  • Professional Seaming Methods:
    No clear evidence of consistent use of professional-grade seam tape and adhesive bonding was observed at visible seam locations.
  • Uniform Fiber Orientation:
    A consistent installation pattern with uniform fiber direction across turf panels was not observed.
  • Proper Edge Restraint System:
    No continuous or clearly defined edge restraint system (e.g., bender board or equivalent anchoring method) was observed.
  • Drainage System Components:
    No visible drainage system or subsurface drainage components could be verified.

Summary Assessment

Based on the observations made during the site visit, the existing artificial turf installation does not exhibit characteristics consistent with standard professional installation practices. Deficiencies observed throughout the installation appear to be systemic and pre-existing, rather than isolated to the area affected by recent utility work.

While the section disturbed during utility work shows visible seam irregularities and reinstallation inconsistencies, similar conditions are present across adjacent areas, indicating that the overall installation lacks proper base preparation, seaming methods, and uniform layout.

As a result, the current condition of the turf cannot be attributed solely to the recent disturbance, and the installation as a whole does not meet typical professional standards for durability, appearance, or performance.

Corrective Options and Next Steps

Corrective Options

Based on the current condition of the installation, the following options are available:

Option A – Full Removal and Replacement (Recommended)

  • Remove existing artificial turf
  • Prepare and compact proper aggregate base
  • Install permeable weed barrier
  • Install new artificial turf with consistent fiber direction
  • Perform professional seam bonding and edge securing

Result:
Uniform appearance, improved durability, and installation consistent with industry standards.

Option B – Localized Repair (Not Recommended)

  • Attempt to rework the section affected by utility disturbance

Limitations:

  • Existing turf may not re-stretch or re-seat properly
  • Visible seams and color variation will remain
  • No ability to match existing wear and installation inconsistencies
  • Overall appearance will remain inconsistent

Result:
Repair will likely appear as a visible patch and will not meet professional installation standards.

Next Steps

Based on the findings above, the property owner has indicated a desire to proceed with corrective work. Kreative Gardens will provide a detailed proposal outlining scope, materials, and pricing for the recommended remediation.

Full replacement is recommended to achieve a consistent and professional result. Upon approval, scheduling and coordination of the work can be initiated.

This inspection was limited to a visual evaluation of readily accessible areas and observable conditions present at the time of inspection. No destructive testing, subsurface investigation, pressure testing, or engineering analysis was performed.

The observations and assessments contained in this report are based on conditions visible on the inspection date and represent professional opinions formed using reasonable care consistent with general industry practices for site observations of this nature.
